MUNICIPAL VISION

"A Mission without Vision is Impossible to Reach Destination." We intend to transform our Municipality into a vibrant, beautiful, environmentally clean & green and pollution free urban area providing basic infrastructures like water supply, road, sanitation, drainage, solid waste management etc. along with proper health facilities and education for all the citizens and also utilize the existing land in such way so that business enterprises will consider it as favourable for investment aiming to develop livelihood and economic condition of local people as well as building capacity of the Municipal office by trainings of Municipal functionaries to make the municipal office self reliant, transparent and most citizens friendly. "Alleviation of Poverty, Eradication from Illiteracy and Development for Weaker Section of the Society" is our Motto.

Overall Municipal Vision

Baduria Municipality in deciding on its vision for the future draws inspiration from the vision for the Eleventh Five Year Plan of the north 24 Parganas District, which provides the broad frame. Vision for the Eleventh Five-Year Plan of District North 24 Parganas: In the process of the Eleventh Five Year Plan, the District Planning Committee emphasizes upon a strategic vision towards a well-set target for different basic indicators of development. 24 Pgs, being one of the most densely populated districts in West Bengal has to face problems in reaching goals so far as planned development is concerned. A realistic vision for decentralized planning ensuring participation of people in the planning process has been adopted. The vision would be primarily articulate in terms of goals and outcomes and would address basically, three aspects of development in the productive sector. These sectors are:
a. Human Development
b. Infrastructure Development
c. Productive Sector Development
Planned development in the said three sectors will bring total development for the district as a whole. For this purpose target has to be set in each sector for the plan period and achievement of target through well-directed planned process has to be ensured. Some important basic sectors are to be taken on priority basis. These are:
o Health
o Education
o Women and Child Welfare
o Social justice and Social Security
o Safe drinking Water Supply
o Employment
o Development of Rural Roads
o Electricity
o Housing for the poor
The District Planning Committee also envisages importance in implementation of the incomplete projects of the Tenth Five Year Plan in the priority sectors. In the health sector priority has been accorded on Primary Health Care, Improvement of Service Delivery Systems, 100% coverage in Sanitation Programme, Convergence of activities of Health, ICDS and Social Welfare, Strengthening of Sub Centres and Primary Health Centres, 100% Institutional Delivery, Ensuring nutritional support to mothers and children, 100% coverage for pre-natal and post-natal check up, 100% coverage of birth, death and marriage registration and Ensuring supply of emergency medicines in all Health Institutions among few more. Associated with the health sector is the emphasis on the sector dealing with Women and Child issues like ICDS Centre for each 1000 population, Enrolment of all the children in Primary Schools, SSKs, or ICDS Centres, Nutritional support for all the children, Improvement of female literacy rate to 80% by 2012,Economic empowerment for women through formation of SHG, Generation of awareness among women of disadvantageous groups to bring down gender discrimination, Awareness generation against dowry system among many more.. The education sector emphasis has been accorded on Achieving literacy rate from 66.2% to 90% by 2012, Reduction of gender gap in literacy to achieve 85% female literacy by 2012, Enrolment of 100% children in schools, Attaining 'no drop out' by 2012, Drinking water and toilets in all schools, SSKs an MSKs, At least 4 classrooms in all Primary Schools, Building for all SSKs and MSKs, At least one Girls High School in each Gram Panchayets, Provision of Special Schools and Linkage of all the learners of Continuing Education Centres with SHGs. Livelihood issues have addresses under the section on Social Justice and Social Security. Special emphasis has been given on development of Tribal and minority Communities, 100 days work for all eligible workers, Eradication of child labour from hazardous professions by 2012, Ensuring minimum wages for all workers, Special emphasis on handicrafts, food processing, horticulture etc. and linking of linking of weaker sections particularly Special attention to the physically challenged persons, Strengthening social security services like different pensions and other services. Employment generation issues would include Special attention on Cottage & Small Industries, Promotion of local handicrafts, Development of handloom and power loom industries Encouragement in self-employment and income generating group activities, Setting up marketing complexes and market outlets, Special emphasis on micro credit, group loans, short and mid term loans, Setting up of Handloom Export Mart at Municipal Market Complex, Food Park and facilitating setting up of some medium industries. On the infrastructural front Roads, drinking water, housing for the Poor have been given special emphasis. Development of the Roads Sector would include maintenance of existing blacktop roads, widening of narrow roads, construction of black top roads and opening of transportation routes etc Housing Development would include Low cost Rural Housing Scheme for the poor, Improvement of slum areas with sanitation arrangements among others.

Cultural Background:-

This historical place of interest is also known for its cultural heritage and educational activities from the ancient past. Many eminent Personalities, Educationist, Dramatist, Historian, Writers and Poets etc. were born and brought up here and sphere of there activities was throughout India. All the above provided information is published by the Municipality in their books, "Baduriar Sekal Ekal"-documents of the ancient history of Baduria. The socio-cultural activities of this region are closely interlinked with traditional way and norms. That's why a community hall was established at the premises of the Municipality for performing various cultural and social activities.

Historical Background: -

Baduria is one of the oldest Municipalities situated at the bank of river Ichhamoti. It was established in the year 1869 comprising of four detached land, P.O. & P.S. Baduria in Basirhat Sub-division, Dist. North 24 Parganas, West Bengal, India. It is 60 K.M. away from Kolkata. The total area of the Municipality is 22.43 sq. K.M. The generation of Raja Protapaditya was known as "Raja", from Jessore (now in Bangladesh) had been living at Khorgachhi at time of Mughal period under this Municipality. Thousand years ago during the time of 2nd Chandragupta (Gupta Yuga), the generation of Raja Chandraketu was also living at Andharmanik. During the British period a good number of Jaminder used to live here. This Municipality is enriched with so many historical places of interest like, "Shri Shri Anandamoyee Kali Mandir", along with "Twelve Shiva Mandir", which was established in the year 1219. "Ek Mandir", "Rowsan Bibi Darga" which was established more than six thousand year ago. There are 4 (four) "Shiva Mandir", A gate of one Rupee at Arbelia. Darga of Sahachand, A mandir of "Brindaban Chandra", at Baduria which was established at the time of Maharaja Krishna Chandra Dev. There was a Shivabati at Rudhrapur established in the year 620 B.S. Out of those historical places there was a Sanskrit School at Purnia & Andharmanik under the Municipal area. Punra (School of Sanskrit) was known as "Chotto nabadwip" at the time of Shri Shri Chaitanya Dev. Many students from different places used to came here to learn "Sanskrit". Right now there are 4(four) Co-educational Higher Secondary Schools, 2(two) Junior Basic Schools, 40(forty) Primary Schools and Twenty Sishu Siksha Schools and 16(sixteen) Sarba Shiksha Kendra. There is no college in the surrounding area even now.
